Our Ministry provides information below on prosecutions, convictions and acquittals under Saskatchewan's Labour Standards Act and Regulations for the current fiscal years (April 1, 2013 - March 31, 2014) and (April 21, 2014 - March 31, 2015).

Kerry James Porter operating as Kerry James Construction (News Release)

  • Charged January 14, 2014, with one violation of The Labour Standards Act for failing to provide payroll records to the Ministry of Labour Relations and Workplace Safety
  • On April 30, 2014, Kerry James Porter plead guilty to 2 failing to provide payroll records.
  • Kerry James Porter was fined $250 plus a $60 victim surcharge.
  • Fined a total of $310.00

New Concept Industries Ltd. and Robert Simpson (News Release)

• Charged September 23, 2013, with six violations of The Labour Standards Act
• 2 charges for failing to pay final wages within 14 days of termination
• 2 charges for failing to pay public holiday pay within 14 days of termination
• 2 charges for failing to pay annual holiday pay within 14 days of termination
• On February 24, 2014, New Concept Industries Ltd. plead guilty to 2 charges - 1 for failing to pay final wages within 14 days of termination and 1 for failing to pay public holiday pay within 14 days of termination
• New Concept Industries Ltd. was fined $350 plus a $50 victim surcharge for each charge.
• One charge against New Concept Industries Ltd. was stayed.  All charges against the Director, Robert Simpson were stayed.
• Fined a total of $800.00.

Cravings All Day Grill (News Release)

  • On January 16, 2014, 101123639 Saskatchewan Ltd. o/a Cravings All Day Grill plead guilty to 2 charges. One charge for failing to pay final wages within 14 days of termination and one charge for failing to pay annual holiday pay within 14 days of termination and was fined $300.00 plus an $80 victim surcharge for each charge.
  • Six charges against Richard Weinkauf – Director and Metaxia Panagiota Weinkauf (also known as Mia Weinkauf) – Employer were stayed.
  • One charge against 101123639 Saskatchewan Ltd. o/a Cravings All Day Grill was stayed.
  • Find a total of $760.00

Fine Lifestyles Regina Ltd. And Wayne Unruh and Randy Edward Liberet, Regina (News Release)

  • Charged July 10, 2013, with 9 violations of The Labour Standards Act
  • 3 counts for keeping proper records
  • 3 counts for failing to pay overtime and
  • 3 counts-for failing to pay final wages within 14 days of termination
  • On December 16, 2013, Fine Lifestyles Regina Ltd. plead guilty to 2 charges. One charge for failing to keep daily records and one charge for failing to pay final wages within 14 days and was fined $250.00 plus $60 victim surcharge for each charge.
  • Six charges against Wayne Unruh and Randy Liberet were withdrawn.
  • One charge against Fine Lifestyles Regina Ltd. was withdrawn.
  • Total Fine-$620.00

Marinel Manzuc operating as Sunbird Enterprises, Saskatoon (News Release)

• Charged June 07, 2012, with 3 violations of The Labour Standards Act, for failing to pay final wages within 14 days of termination.
• On October 11, 2013, Marinel Manzuc plead guilty to one charge and was fined $1000 plus $400 victim surcharge.
• Two charges against Marinel Manzuc were stayed
• Total Fine-$1400.00

Troy Miller, owner, formerly operated as Avocado Fresh Mexican Grill, Saskatoon (News Release)

• Charged August 13, 2013, with 7 violations of The Labour Standards Act
• 3 counts-for failing to pay final wages within 14 days of termination
• 2 counts-failed to pay annual holiday pay
• 2 counts-failed to pay who is required to report for duty a minimum sum of $28.50
• On October 16, 2013, Troy Miller plead guilty to 3 charges for failing to pay final wages within 14 days and was fined $250.00 plus $60 victim surcharge for each charge.
• Four charges against Troy Miller were stayed
• Total Fine-$930.00

Mark Holinaty operating as Holinaty Concrete Services, Ltd., Saskatoon (News Release)

• Charged September 2, 2010, with 12 violations of The Labour Standards Act, for failing to pay final wages within 14 days of termination.
• On September 19, 2013, Mark Holinaty plead guilty to six charges and was fined $250 plus $60 victim surcharge on each count.
• Six charges against the company were stayed
• Total Fine-$1860.00

Pillow Talk Lingerie and Lou William Itcush, in Moose Jaw, Saskatchewan (News Release)

  • Charged January 15, 2013, with 6 violations of The Labour Standards Act, s.66 for failing to provide records, s .48 (2) failing to pay final wages within 14 days of termination and s.35 (1) failing to pay annual holiday pay within 14 days of termination
  • On July 22, 2013 Lou William Itcush plead guilty to four charges and was fined $172.50 on each count.
  • Two charges for s.66 failure to provide records were stayed
  • Total Fine-$690.00

Dublin’s Irish Pub Ltd. and Andrew Kent, Director and Anton Yalbir, Director, in Saskatoon, Saskatchewan (News Release)

  • Charged June 7, 2012, with 1 violation of The Labour Standards Act, for failing to provide records.
  • On May 16, 2013 the Company pleaded guilty to the charge and was fined $400 plus a $160 surcharge
  • Charges against the two Directors were stayed
  • Total Fine-$560.00

101008494 Saskatchewan Ltd. Operating as Venice House in North Battleford, Saskatchewan (News Release)

  • Charged December 19, 2012, with 2 violations of The Labour Standards Act, for failing to provide records.
  • On May 6, 2013 the Company pleaded guilty to both charges and were fined:
  • Count #1-$200 plus $50.00 surcharge
  • Count #2-$200 plus $50.00 surcharge
  • Total Fine-$500.00

Carmen Hill, operating as Hill Framing and Renovations (News Release)

  • Charged June 7, 2012 with 3 violations of The Labour Standards Act, for failing to pay final wages within 14 days after the day on which the termination of employment took effect.  Failing to pay annual holiday pay within 14 days after the day on which the termination took effect.  Failing to send employee their final wage payment on time by Registered mail.
  • On April 9, 2013 the Company was found guilty to all three charges and were fined:  Count 1 - $200 including surcharge.  On Count 2 - $200 including surcharge and on Count 3-$200 including surcharge
  • Total fine: $600.00
